E-Governance Initiatives
A number of initiatives to provide quicker delivery of government services to the citizen have been taken up in the district.

| Adhikar | Bihar Prashasanik Sudhar Mission Society (General Administration) | The Bihar Right to Public Services Act was implemented in Bihar on August 15, 2011, and has made it mandatory for the state government and its agencies to deliver public services to people within a stipulated time frame, failing which government officials are liable for penalization. The Act is implemented in the district through two mechanisms – first, online portal called Adhikar, and, second, offline implementation through RTPS counters established in each of the 27 blocks, six Sub-Divisions, 8 Sub-Registry Offices, SP Office and District Colletorate office of the district East Champaran. | Public Grievance Redressal System portal | Bihar Prashasanik Sudhar Mission Society (General Administration) | The implementation of the Bihar Right to Public Grievance Redressal Act 2015, has guaranteed hundreds of thousands of citizens a transparent, accountable and time-bound system to redress their grievances. The portal is the user interface and delivery channel to citizens for providing access to the grievance services delivered by BPSMS. A resident does not have to go to different offices for each of his/her grievances. | eTransport | Transport Department | eTransport is fulfilling the vision of Digital India with its flagship solutions comprising Vahan, Sarathi, e-Challan and m-Parivahan for providing on-the-go transport related services to citizens and traffic enforcement authorities. Online web-based Vahan4.0 & SARATHI 4.0 implemented successfully in the District Transport Offices Motihari. The implementation of VAHAN and SARATHI has resulted in improvement of processes and benefits for citizens. They can now avail the services from the Parivahan Sewa Portal. Citizens can also make an online application for issuance of a new driving license, request for some modifications in details, make payment of the various fees and taxes, etc. Any citizen can store her Vehicle Registration Certificate or Driving License records in Digilocker by pulling it from the transport national repository. | https://parivahan.gov.in/parivahan/ |
| Land Records Computerization / Digital India Land Records Modernization Programme | Revenue and Land Reforms | Online Mutation : Online Mutation implemented in all the 27 circles of the district. The citizen can file their applications either at circle office or through Online portal. The citizen has to provide his/her mobile number for latest updates about the progress status of their cases and gets communication from the circle office against their application like notices and date of hearing etc.
Online Lagan : Online Lagan Collection implemented in all the 27 circles of the district. Bhu-Manchitra : Bhu-Manchitra, a software tool for secured dissemination and printing of village maps in A0/A1 size is a major G2C service being extended to citizen of the state. The software is running successfully at the Sadar Circle of the district. The basic objective of the software is to provide village maps to the citizen at their nearest possible location i.e. Sadar circle of the district. |

| Public Distribution System (e-PDS) | Food & Consumer Protection | Jan Vitran Ann System (integrated with RTPS): Jan Vitran Ann software has been developed to issue new ration cards, to amend and surrender previous Ration Card. The functioning of Ration Card issuance, amendment and extradition is being done under the supervision of the subdivision officer. All the six subdivisions of the district have been implemented.
Ration Card Management System: It is a role based online application to help generate Survey Prapatra to be used in updation of ration card details of beneficiaries (like FPS details, Card category, modification of Name, Father’s name, etc.) One of the major objective here is to collect Aadhaar number, Bank details, Mobile no. etc. and to link it beneficiary database. There is also a facility to identify ineligible ration card beneficiary and mark them for deletion. POIMS app: Facilitates SDM, DSO, and MO in inspection of FPS shop. |

| Prison ERP/E-PRISONS | Home (Prison) | Prison-ERP is a software suite having prisoner management system, stock management system, visitor management system, gate management system, wages management system, personnel information system, arms & ammunition management system & hospital management system for better management of prisons. Data of prisoners are shared with centralized ePrisons portal to the various stakeholders like courts, police, Jails of Bihar, Home Department under ICJS. | Immigration, Visa, Foreigners’ Registration System (IVFRT MMP) | Home | The project aims at developing an integrated system across the functions of immigration, visa and foreigner’s registration and tracking as part of a broader emphasis on immigration control. | National Database of Arms License (NDAL)- Arms License Issuing System (ALIS) | Home | NDAL is a Arms License Data collection Software. National Database of Arms License has been implemented in District Magistrate office for generation of Unique Identification Number for the Arms License.
The ALIS Software has been successfully implemented with all the services like New License, Renewal of License, Weapon Entry, Addition of Weapon, Deletion of Weapon, Change of Address, and Retainer’s Entry. |
